What Is "NAZA"?

“NAZA” means collateral damage. But civilian casualties alone are not evidence of a war crime. International humanitarian law requires militaries to assess expected civilian harm in proportion to the military objective, and feasible precautions before an attack. Take the example of four Israeli hostages who were being held inside a densely populated civilian neighborhood in Nuseirat. When Israeli forces came to rescue them, Hamas fighters opened fire. Embedding hostages and fighters among civilians is a war crime… one that Hamas committed repeatedly. Civilian deaths are a tragedy, and an inevitable part of war. But calculating the risk to civilians before acting is not evidence of criminal intent. It is what the law requires.
